17th November, but had no knowledge of past transactions or

future plans. He wee engaged for the trip in Shanghai

through the Young Men's Christian Association a week before

he sailed for Europe with Tiew Yiu Kim.

I have received from His Majesty's Chargé

d'Affaires at Peking a copy of his Confidentiel despatch No.12 (190/23) of the 9th Jarmary, the information in which,

given by the gentleman who induced the Secretary to turn

informer, corroborates some of the information given in

Mr. Taylor's report referred to. Among the documents

enclosed in the despatch of the 21st October were some

receipts given by Humphrey for morphine and cocaine, and

I presume that these could be used in evidence in any

proceedings that are taken against him.

4. With reference to my telegram of the 5th December I enclose a copy of a letter which I addressed to

His Majesty's Consul-General at Canton, end a copy of the

reply to the Consul-General from the Commissioner for

Foreign Affairs. In the present state of an aos at Canton

it seems useless to take any further action.
